Configuration options for OpenVPN are:

Local IPi - Logical IP of local side of tunnel

Remote IP - Logical IP of remote side of tunnel

Port - UDPi port number for tunnel.

Port should be unique for each tunnel. Because of nature of UDP socket, if one socket is bound to 0.0.0.0:1234 other can not bindi to this again.
